Piloting new digital GP services

In March 2025, the Norwegian government proposed three digital initiatives to make GP services more efficient and accessible. The new digital GP service will be tested in 10–20 municipalities, and experiences will be evaluated and used to decide on further rollout. The new requirements for GP services are to offer consultations via video, text or phone for suitable cases. This aims to reduce travel time and increase flexibility for patients. Digital appointment booking must be available through the common health portal: Helsenorge.no. This will create a consistent and more user-friendly experience across the country. And lastly patients may consult digitally with other contracted doctors if their own GP is unavailable. This is intended to improve access and reduce pressure on emergency services. So far Oslo, Kristiansand and Arendal have joined the pilot; therefore, about 16% of the Norwegian population is included in the pilot.
